Typically, one uses REXX or CLIST for development (because you can test all the components rapidly) and then if performance is needed one converts the REXX or CLIST program into a compiled language.

What kinds of applications are suited to ISPF? Typically, applications with these characteristics:

• Low transaction rates (you will not replace CICS or IMS applications; but ISPF applications don't take up many resources)
• Interactions tend to be data entry or data retrieval, more than data update
• Available from standard ISPF panel heirarchy, so easy access for all ISPF users (although you can restrict access, also)

The course Developing Dialog Manager Applications in z/OS is an intensive course covering all the basic skills to get an ISPF application (dialog) up and running quickly. As you can see from the course description, it assumes the student is familiar with either REXX or CLIST (the labs may be coded using either language), although there is a quick review of these languages (and certain TSO commands) in case the student is a little out of practice.
